As far as i think, as to these kind of problem the goverment should care little about it.
what he should do,
1, Launch this kind of project, make some of our company in this market. So we can have the selling/management people in this market.
2, Give the money to military department, make the chinese people has the ability to design and produce the core part like enginnering and electronic device. The fighter has the similar enginnering as the Big-plane? and the military tranfort plane has the similar design as these kind of big-plane. So we can have the tech people for this market.
3, Support some company that can more small plane. Then we have the independent enterprise in the market. I hope after absorb selling/management people from the big-plane project and the tech people from military design department, we can have the team to produce competent big-plane in the market?
